Pretty much every web browser doesn't care about what kernel you use, but cares a lot about dependencies, including GNU ones.
Statcounter only seems to measure useragents on normie sites, which is of limited accuracy, considering that many normie systemd/Linux users are probably spoofing their useragent to a windows one (Tor Browser randomly swaps between useragents as well).

A lot of the reason is probably because 11 refuses by default to run on anything but the most recent computers that have "fTPM" implemented in the CPU - therefore billions of computers that work fine that people are using now won't run windows 11.
