Incentives are tough for wallet development. Typically not a clear immediate business model which is why teams go for funding to grow the user base and figure a sustainable revenue model as they go. So you need some benevolent dev who builds something with no expectation of a return (which can and does happen) or some foundation / grant program to fund the development.
