Logically if you were morally corrupt and had no loyalty to your fellow citizens then yes. The greed would get the better of you and you would think with your wallet instead of your heart.
However, when you take a look at what happens to cities like detroit when you take away the populations primary means of generating income and ship them off to foreign nations to save a fucking buck. Then you get crime, degradation, and desperation. You see this in every single city where there was a major manufacturer who supplied the local population with jobs. Once they leave the city turns to shit. The local populations get desperate and will do anything just to survive. Does not matter what industry, or manufacturer it is.
These tarifs are designed to punish the greedy manufacturers. To bully them into realizing that American companies have more to benefit from financially by shipping these jobs back home where they belong. If they are too high, then the motivation to ship the jobs overseas is taken away. They then return to the cities they were once responsible for destroying and bring the jobs back with them. Revitalizing the local population and once again giving people hope when there was none.
This is simple fucking logic and reasoning. A miraculous gift that many people have lost the ability to have. We are much better off bringing jobs back to the USA by taking away the financial incentive for American companies than we are destroying our own local communities from within. If you can't see this.
