I think we'll need different formats for different events ranges.
In principle, all Nostr events have machine-readable addresses in the form of their hex ID. The challenge for a citation format is to make that human-readable.
Parameterized replaceable events can use d tags as their primary identifier for a human-readable citation—we're already heading in that direction for intertextual links in Alexandria.
Other event kinds could be referenced by user, date, and perhaps the first five words of the content (if any).
