Network gurus: If I know the MAC address of a device in my network, but it doesn't (yet) show up in `ip neigh` or `arp-scan -l`, is there a way I can 'refresh' those or just 'ping' it directly to find out its ip address I can ssh into?
For example if I make a hotspot on my phone and run `ip n` there, I see the device (obviously), but on another device in that same hotspot, it takes quite a while for the MAC address to show up.
