This article logically doesn't make sense. No company is going to call back workers to occupy already rented space. Under that circumstance, the landlord will (hopefully) receive rent. And, no, they're not calling employees back to work to help the downtown little guy vendors. Finally, the tenants aren't going to do any favors for the landlords. If landlords are stuck with zombie scrapers, well, c'est la vie.
