They are directly implying that in like 5-10 years the brotherhood went from controlling DC and at least having a controlling stake in Boston to outright controlling enough holdings to comfortably govern 2 sides of the continent. Again, I REALLY don't think that The Legion, the Midwestern Chapter, or the Enclave would be happy about this.
