Unfortunately, it’s not surprising. I don’t see any incentive in running a public relay, except for the goal of fighting for free speech.
It’s just a hassle.
When there is no monetary incentive, most people choose not to do it.
Not to mention the possibility that someone will broadcast notes containing illegal material to your relay. I’m not entirely sure how the law is, and it probably differs from country to country, but I’d imagine that the relay operator is responsible for removing all illegal material (like CP and such…) from their relay, otherwise they can be held responsible by authorities.
