US men's shoe sizes are number of barleycorns in length (3x length of foot in inches) - 22.
So a foot that's 9 inches =36 barleycorns - 22 = size 14
A foot that's 4 1/2 inches = 13 Barleycorns - 22 = -9. But negative numbers don't work, so it's a children's size with the number subtracted being 9 or 10, depending on manufacturer. So a 4.5 inch foot = 13 -9 =size 4.
Women's shoes, for no discernable reason use a slightly smaller factor, they subtract 19, 20 or 21 barleycorns.
