At the moment, individual labs need to do this work of checking papers claims and method on their own and have no way to share the results with others, meaning there's a lot of duplication that could be eliminated. Also, because the current system leads to unreliable results there's a lot of chasing dead ends that doesn't get published and so continues sometimes for decades. So I think overall we could do it better with less labour than we do now. Also, I don't think these are issues of publishing, they're issues of doing science well. Publishing shouldn't be about that in my opinion, it should be about stepping aside and reducing the barriers to entry, both financial and in terms of time and labour.
