First part might be a bit of spite from the fact this random ass IGA project was well received when Konami was trying to use it only as a promotional tool for Lord of Shadow. Meanwhile they also are too lazy to actually care about Castlevania itself anymore. All the modern re-releases haven't actually been made by Konami themselves, but rather M2 who handle a lot of random re-releases from anyone. Even Haunted Castle Revisited was worked on by them.
Hell, I think the only new project from Konami in any degree was that mobile gacha game, Grimoire of Souls. Konami gave it up after failing to really find a good test audience (exclusively in Canada) and so they just took Apple's money to pad out the Apple Arcade lineup and finish up the small missing parts of the project while removing the micro-transactions (and actively breaking the game because they forgot to make the shop infinitely randomly generate, leaving all shop rotations after 1/1/2024 completely empty).
The re-releases have been real nice but unless M2 pops in to offer making Harmony of Despair remastered, it's likely Konami will just leave it in the box like every other IP they sit on. Only bring Castlevania out for the real easy stuff like bomberman skins or giving it to collab projects.
