When 8 of 44 referenda have succeeded, a sub 20% success rate, an uphill battle was likely. The default position when people are undecided, confused, unsure, etc is usually no. So it has to be sold to voters and sold well. Dutton is clearly throwing FUD at the voters, but clearly the Yes campaign is struggling to sell its position in a straightforward and positive way.
