Does the {EU,UK} GDPR apply to someone in the USA operating a fedi bridge?

I've been idly pondering this this morning, and, while any determination on this is evitably fact-specific, I don't think the answer is absolutely, categorically, "yes", even if the bridge is usable by, or processes the personal data of, people in the {EU,UK}.

The GDPR is more nuanced than this.
