3/ I suppose someone could say that he's entitled to appointed counsel or a federal defender based on some other statute, but that strikes me as a non-starter.
So the federal court is going to have to wait until he gets an in-state criminal defense lawyer willing to take the case or until it appoints someone out of state pro hac vice. (Pro hac vice means for the purposes of the representation only.)
