马彦虎，一位来自宁夏的穆斯林，20年来，他一直从事带领中国穆斯林前往沙特伊斯兰圣城麦加朝觐的旅游组织工作。对于所有体力和经济条件允许的穆斯林，朝觐是在一生中都必须至少完成一次的功课。
然而，2018年的《宗教事务条例》出台后，中国官方却开始打击这种朝觐活动，2020年，中国官方要求所有朝觐活动都必须由隶属于统战部的中国伊斯兰教协会来组织。

Ma Yanhu, a Muslim from Ningxia, has spent 20 years organizing pilgrimages for Chinese Muslims to Mecca, Saudi Arabia, the holy city of Islam. For all Muslims who are physically and financially able, the Hajj pilgrimage is a mandatory religious duty that must be performed at least once in their lifetime.
However, after the implementation of the "Religious Affairs Regulations" in 2018, Chinese authorities began cracking down on these pilgrimage activities. In 2020, Chinese officials mandated that all Hajj pilgrimages must be organized by the China Islamic Association, which is under the United Front Work Department.
Due to these restrictions, Ma Yanhu stopped leading groups to Mecca in 2020 in compliance with the regulations, only helping believers with flight bookings and visa applications. Nevertheless, on April 24, 2023, Ma Yanhu was arrested on charges of "illegal business operations and disrupting market order." Six months later, his charges were changed to "illegal border crossing," and he was sentenced to eight years in prison.
Ma Yanhu filed an appeal. He argued that requiring all pilgrimages to go through the China Islamic Association, which also charges service fees, violated the "Anti-Monopoly Law," but his appeal was rejected.
In his defense, Ma Yanhu said, "If they determine someone is guilty, then that person must be guilty, regardless of facts or law. This is a blatant trampling of the dignity of Chinese law and a ruthless mockery of the national judicial system."
