The map file will allow you to see the original SCSS that was written to generate the CSS in question. I know it's straight CSS but if you created a map file and put it alongside your CSS file (possibly with a reference to it somewhere in your CSS file) then Chrome may use that for it's debugging like it does in the Inspector view.
