Most API designers building truly greenfield systems should start out with one monolithic package (or whatever the local organization concept is called) and keep growing it.
Only as the MVP is being iterated into a final product should the most minimal splitting and code reorganization be considered.
Two propositions:
1. It’s truly difficult to know a priori what the organization architecture should be until the thing is built.
2. Early organization choices persist due to network effect.
